In many places animal rights associations campaign against horse drawn carriages in tourism and call for a general ban. Instead of banning, some federal countries in Germany now passed regulations aiming to insure security and animal welfare. Comprehensive prescriptions are set regarding the driver and the groom, the horses, the harness and the shoeing, the working conditions and the horse-drawn vehicles. This practical guide was published by the French National Studs LES HARAS NATIONAUX - IFCE in 2012 in order to promote and support the use of working horses in urban surroundings.Indeed the number of French towns and villages using horses for different services (collecting litter, transporting people, up-keeping parks and natural spaces, prevention-security etc.) went up from some 15 in 2001 to nearly 300 today. The booklet presents the possible horse-based services and their benefits and weaknesses, informs about suitable animals and available equipment, gives examples of successful experiences and advice on how to prepare and realize projects in accord with specific local conditions.
